Find watcher Elaira in Twilight Ridge in Nagrand, and talk to him.
Gather the Raven Stones and take them to Evergrove and give them to Arthorn Windsong.
Getting the Eagle's Essence
You will need to get the Essence of the Eagle by using the bear form to defeat the Guardian of the Eagle.
After that you will need to get the Falcon's Essence. To get this you need to defeat the Guardian of the Falcon.
Take the Hawk's Essence to Arthorn windsong by defeating the Guardian of the Hawk.
Right before the Blast boss you should kill the Raven God then you can summon it.
